I agree with the word LAME. What kind of game is this? It seems he only cares of ranking playing this way.

There is no way anyone can say they play for the fun of the game and only move ONE peice.

i wouldn't call an arbiter to say he's a bad sportsman. i would tell him personally that this is ridiculous and a shame to play like this.

Dont pile it on. It is legal to play this playing style. You should be able to deal with it, and make your advantage of it.

that was because you were in advantage, for me it is a sportive unwritten rule, that the one in advantage have to attack, if the other one does not.
