upgrade of the tourneyrules

Clearly we need an upgrade of the tourneyrules. I'll try to start a discussion with some food for thought.

We can post a "what to do" right here in the forum for cases the opponent didn't answer on requests for scheduling games. The dutydate is a last resort. If one always has to work on the current dutydate (like me for instance), you can take action and mention this before the tourney starts. Also, all participants can vote for the best dutydate, even veto some dutytimes perhaps. The court will make a note of possible schedulingproblems that even then remain to exist and take pro-active measures to create a solution. Preventive action is always better than walking after the facts.

After setting the new rules, I find it extremely hard to change them during the tournament so let's discuss this widely before the next starts!
