Ranking/Rating option behaviour

Hi!

i changed the behaviour according to some demands.

Old behaviour:

- If an unregistered player joined a game where a player already was sitting and waiting, the ranking option was automatically turned off and a little explaining message was written.
- The default was ranking/rating option on, downloads on

New behaviour:

- If a player joined a game and activated the ranking option, no unregistered player is able to join this game.
- The default is now rating/ranking option off, downloads off
